Mental Health Minister Dr Graham Jacobs said the Western Australian Government has supported Dr O'Neil's Fresh Start recovery program for heroin addiction for some time to the tune of $1.15 million a year.

Dr O’Neil is a very compassionate Perth doctor. The article in the Sydney Morning Herald newspaper and the editorial in the Medical Journal of Australia that raise concerns about the unintended medical consequences of naltrexone implant therapy does not negate any assurances given by me in Parliament regarding further operational funding from the WA Government for Dr O'Neil's clinic.

There are some health standards and safety that still need to be tested or audited and it is important to make sure these safety measures are assessed completely when naltrexone implants are administered to patients.

I have requested the Director General of Health to examine the eastern states media story and report to me on the substance of the alleged medical complications for some patients that may have been recorded in Western Australia.

Therapeutic Goods Administration (TGA) approval and registration still needs to be secured and these trials are continuing. The WA government has offered $50,000 to ensure Dr O'Neil's clinical data is completed by him into a format that is able to be submitted to the TGA for registration of the naltrexone implants.

Dr O’Neil has to play the main role in the progressing of the TGA registration process to finality, however as noted the WA Government will offer practical help.

Consideration of an offer of further funding for the operation of Dr O'Neil's clinic in Perth is being finalised and the substance of the offer and conditions will be conveyed to him shortly.
