I think that the Western Australian governments are poor at social engineering when it comes to the glass bottle problem. Even if glass bottle distributors say THEY have no economic reason to recycle bottles, there still remains an environmental and hazard problem of glass in the environment. Not in states like South Australia, but Western Australia where our government has FAILED to enforce an incentive for the return of glass bottles for reuse or recylcing. This disregard for triple bottom line accounting is unbelievably stupid of civic leaders of both major parties in Western Australia. The Liberals had years to fix the problem and so too have Labor. If social engineering, financial incentive for the return of glass bottles was effective in the 50's and 60's why can't an extra 5 cents deposit be charged per glass bottle and refunded upon return. If collectors of glass bottles say it's not enough, then make the deposit higher and get a contribution from the government's environmental fund.
